The article analyzes issues related to improving the system of key performance indicators (KPIs) for evaluating the performance of executive state authorities in the Sughd Region. The necessity of transitioning from a traditional management model to a target-oriented model is substantiated, and the role of KPIs as a primary tool for ensuring sustainable regional development and management transparency is highlighted. A statistical and economic analysis is conducted regarding the trends in demographic indicators, employment levels, and wages in the Sughd Region from 2020 to 2024. Based on the study, the use of specific formulas is proposed to measure demographic sustainability, labor productivity, real wages, and the institutional quality of governance. The primary novelty of the work lies in the development of a three-level KPI matrix (outcome, output, and resource) and proposals for its implementation using e-government platforms. Implementing these proposals will make it possible to establish a direct link between strategic goals and actual socio-economic outcomes, as well as to use this model as a benchmark for other regions of Tajikistan.
