The article examines the evolution of the concept and legal regulation of public services in the Republic of Tajikistan. Using both historical, legal, and comparative methods, as well as an analysis of the development of national legislation and foreign experience, the study examines the practice of Georgia and the Russian Federation in creating unified service delivery centers, introducing digital technologies, and improving the conditions for the provision of public services. It is noted that public services represent the performance of practical services, a form of constitutional obligations of the state to individuals and citizens. It is emphasized that, against the backdrop of the development of digital technologies, the civil service is gradually transforming into a legal model of digital interaction between the state and citizens. The study concludes that the civil service in the Republic of Tajikistan has emerged as an independent institution of administrative law, and the legal model of "subject - request - legal result" can serve as a theoretical basis for improving national legislation.
