This article examines the institutional evolution of the Organization for Democracy and Economic Development (ODED) and its role in shaping Ukraine's foreign policy in the post-Soviet period. The relevance of this study is driven by the intensification of geopolitical confrontation in the post-Soviet space and Ukraine's involvement in international organizations that effectively serve as alternatives to the CIS. The author aims to analyze the conceptual foundations of ODED policymaking as an instrument for implementing Ukraine's foreign policy aimed at Euro-Atlantic integration. The study's methodological framework utilizes content analysis and traditional document analysis, which were used to analyze key ODED documents and the policy statements of its member states. The study found that, despite its declared economic goals, ODED's activities since its inception have had a distinctly political, military-oriented focus (member states position the organization as a military-political organization). The article focuses on Ukraine as a systemically important state within the organization, which uses the organization as a tool for implementing its own foreign policy aimed at reformatting the regional order in the post-Soviet space in favor of Euro-Atlantic structures. This objectively conflicts with Russia's interests and is one of the stages in the deterioration of bilateral relations.
