This article substantiates the need to optimize the process of providing financial assistance to citizens affected by natural and man-made emergencies. The goal is set: to study the experience, legal and organizational-technological grounds for rendering financial assistance; to elicit problems and drawbacks and substantiate a complex of measures on a solution of problemic aspects concerned with financial assistance. The research is carried out through the use of such methods as document analysis, retrospective analysis, method 635, as well as the method of included observation, expert assessments and ranking. During the study of the practice of implementing the process of providing financial assistance to a certain category of citizens, and, based on the results of the analysis of legal-regulatory and organizational and regulatory documents, the authors conclude that there are technological problems in the process under study. In conclusion, a number of practical measures are proposed to minimize and/or overcome the identified problems.
