DIPLOMATIC ELITE: NOTION AND ESSENCE

Abstract

The article examines the notion and essence of diplomatic elite. The diplomatic elite is regarded as a part of political elite; therefore, its special aspects are considered. The role of diplomatic elite is considered as important in formation and implementation of foreign policy of a state. The author analyzed some approaches towards notion and essence of diplomatic elite. Particular importance is given to the criteria of a formation of diplomatic elite. Distinguished origin, high moral criteria, eloquence, skills of organizing discussions and negotiations, loyalty to the interests of nation, state, as well to the principles of diplomacy are considered as important aspects of formation of diplomatic elite regardless of place and time. The author also emphasizes the variability of criteria and requirements to diplomatic elite. From the author’s point of view in the context of time and place the signs and skills of diplomacy also can change. Especially under modern conditions diplomats are advised to possess knowledge of latest technologies, economics and politics. The author considers important that the formation of diplomatic elite should conform both with internal and international criteria. Especially awareness of diplomats in the tendencies of globalization process and economic development is considered to be utterly significant. A correct formation of diplomatic elite is assessed as a guaranty of the effectiveness of the state’s domestic and foreign policy.
