The author lays an emphasis upon the idea that when realizing the plan on imbuing young human resources with civil and patriotic feelings one should bear in mind that an individual becomes conscious of being a citizen, first of all, in the family, then this scope extends in the streamlines of town or village, educational establishment, national community in the scales of the country.
The author makes a conclusion that it is necessary to create a committee on the issues of ethics, it should consist of the worthiest and mostly esteemed members of society who worked in the field of management beforehand.
