REGULATION OF INVESTMENT ACTIVITIES AS A FACTOR IN THE EFFICIENT USE OF CAPITAL IN THE REGION

Abstract

The article examines the mechanisms for regulating investment activities in the system of regional development in accordance with the transformation economy. The theoretical and methodological foundations of state and institutional influence on investment processes are revealed, and scientific approaches to defining the role of the state, program-targeted instruments, cluster policy, public-private partnerships, and free economic zones are summarized. Using statistical data for 2020-2025, a dynamic and factor analysis of investment management performance indicators in the region was conducted. It was found that, despite steady growth in investment volumes, there is a decline in return on assets and integrated efficiency, indicating the presence of structural and institutional constraints. The need to improve the mechanism for regulating investment activities by strengthening the institutional environment, increasing capital productivity, developing the innovation sector, and optimally combining market and government instruments of influence is substantiated.
