The article examines the current state and key challenges of tourism development in the upper reaches of the Panj River (BMAR), a region possessing unique natural-resource and cultural-historical potential. It analyzes the factors hindering the sector's development, including infrastructural, institutional, environmental, and socio-cultural aspects. Based on a synthesis of findings from domestic and international studies, a set of strategic measures is proposed to ensure the sustainable development of tourism in the region, including ecotourism and agro-ecotourism. Particular attention is paid to the role of state policy, interagency cooperation, and international collaboration.
