The article develops a methodological approach to the systemic assessment of regional governance effectiveness, using the Sughd region as a case study. The research is based on a combination of scientific research methodology principles, systems analysis, and an integrated assessment of the territory's socio-economic development. A system of indicators is proposed that integrates economic, social, institutional, infrastructural, and resource-environmental components. For the economic and social components, the initial indicators were normalized, and the corresponding composite indices were calculated for the period 2020–2024. A steady increase in the economic index was observed, rising from 0.0762 in 2020 to 0.9310 in 2024, whereas the social index exhibited more complex dynamics, reaching 0.6674 in 2024. The trends in budget expenditures on education, healthcare, social protection, and sports were also examined separately. When interpreting the 2020 indicators, the specific conditions of the pandemic period—as outlined in the statistical notes—were taken into account. The findings confirm the need for a comprehensive analysis of economic, social, and institutional factors when evaluating the effectiveness of regional governance. The proposed approach can be used to monitor regional development trends and improve regional governance systems.
