The article examines the role of elements of the democratic system in the formation of a multi-party system. It is found that the influence of other democratic elements on the development of the multi-party system is significant. The level of development of other democratic elements can directly influence the effectiveness of a multi-party system and its democratic character. Important conditions for the effectiveness and democratic nature of a multi-party system include: Implementation of the principle of political pluralism, the existence of political competition within the political system, the holding of transparent and democratic elections, the development of parliamentarism, the existence and open activity of the political opposition, and the democratic principle of eliminating discrimination. The view is expressed that the mere existence of a large number of political parties is insufficient for a multiparty system.
