THE WORK OF A POLITICAL SCIENTIST ON STRATEGIC PLANNING OF STATE POLICY: CLARIFICATION OF THE RESEARCH PARADIGM

Abstract

The article presents a problematization of the essence of the strategic planning process and the participation of a political scientist (as a profession) in it. The problem of misunderstanding both in political institutions and in government bodies of the place and role of a political scientist in processes, primarily the preparation and adoption of management decisions, is revealed. A logical analysis of Federal Law No. 172 "On Strategic Planning in the Russian Federation" was conducted and five indicators for future research were identified. Based on the requirements of this Federal Law, a place for political scientists in the participants of strategic planning was proposed. A tabular analysis of the experience of training political scientists in the bachelor's degree program of the Plekhanov Russian University of Economics was conducted. A set of methods that political scientists can use in studying the strategic planning process is proposed. The use of such research methods as SWOT analysis and PEST analysis is considered in more detail.
