The article examines the evolution of scientific ideas from the traditional concept of the entrepreneurial environment to the concept of the industrial ecosystem. It is shown that classical models of the entrepreneurial environment, reflecting primarily the factor impact on business, prove insufficient in the face of digital transformation and the increasing complexity of inter-firm relations. The role of G.B. Kleiner's tetrad model as a methodological tool for formally describing ecosystems is presented. It is substantiated that an industrial ecosystem represents a dynamic, technologically interdependent community of actors jointly creating new value. It is shown that the transition to an ecosystem-based development format requires a revision of traditional industrial policy instruments and the introduction of mechanisms aimed at stimulating network interaction and joint value creation. The methodological principles of ecosystem formation are defined and their importance in the industrialization of the economy of the Republic of Tajikistan is shown.
