This article examines the importance of assessing human capital at the regional level as one of the key factors of socio-economic development. An assessment methodology is presented, based on the systematization of existing approaches and classifications. Types of human capital are analyzed depending on regional characteristics, and various forms of capital influencing the level and structure of human potential are described. The assessment methods used in scientific literature are systematized, with an emphasis on applicable quantitative and qualitative indicators. Special attention is given to the adaptability of methodologies to different regional contexts. The research results can be used for developing regional development strategies and making managerial decisions aimed at improving the efficiency of human capital utilization.
