Abstract

The article examines the theoretical and methodological foundations for the formation of an integration model for the development of tourism and recreation at the regional level. It is emphasized that modern regional economic policy requires a shift away from traditional sectoral management principles in favor of network and cluster approaches that ensure sustainable territorial development. Based on the analysis of step-by-step management models, their institutional limitations associated with duplication of functions, low innovative activity and insufficient flexibility of the regulatory system were identified. The necessity of transition to an integration model based on network interaction of business, scientific, educational and administrative structures is substantiated. It is substantiated that this model allows for the creation of a synergistic effect, strengthening the multiplier impact of tourism on the regional economy, and ensuring the reproduction of knowledge and innovation in the recreational sector. It has been proven that the cluster approach promotes balanced territorial development and increases the competitiveness of regional tourism systems.
