This article discusses the methodological basis for the formation of industry clusters and the features of cluster formation. Basic models of clusters and their classification according to several criteria are presented. Based on the systematization of scientists' views on clusters, a classification of their forms and types is given. It was noted that the issue of cluster development is becoming the object of regional and national policy. Three groups of basic models of industrial economic clusters are described - Scottish, integrative, Italian. The difference between the concepts of a regional cluster and an industry cluster is explained. The importance of developing the organizational and economic mechanism for the formation of clusters, both economically and socially, in the development of regions is emphasized.
