The article discusses the goals, objectives and position of the social state in providing decent living conditions and development of man and citizen. Based on the analysis of the opinions of foreign and domestic scientists, the concepts of social rights and freedoms of a person and citizen, the essence of a social state, decent living conditions are clarified. It was noted that the welfare state has the duty to satisfy the social needs of members of society in the areas of education, health, culture, social security, labor and family protection, to provide decent labor conditions and decent life for the citizens of the country. It is concluded that in order to solve existing problems, first of all, the state economy should be raised, and the legal regulation of the social sphere, including the division of labor, should be fair.
