RENOVATION OF REGULATION IN REGARD TO INSTITUTIONAL STATAL-PRIVATE PARTNERSHIP AT THE LEVEL OF REGIONS

Abstract

The authors present a viewpoint running to the effect that renovation of the principles of regulation in regard to statal-private partnership at the regional level is one of the principal streamlines of management with the enterprises of state sector in Sughd Viloyat of Tajikistan Republic. It is underscored  that creation of favourable institutional conditions is bound  to ensure effective functioning of both statal and private sectors. Such a situation promotes an attainment of the goals set in the formers, creates real opportunities for solving the issue on procurement of holding subjects with necessary resources and a competitive milieu for labour market participants. The conclusion is made that a solution of these goals requires elaboration and implementation of the following measures: formation of state economy, policy for effective realization of a reproductive process by the subjects of small and medium entrepreneurship in all the spheres of national economy, creation of effective financial factors promoting a return of investitive resources into the development of regional economy, implementation of state regulation of economic development not by means of administrative measures, but due to effective economic ones. Under the angle of theoretical regulation, the integrity of major political, social and legal rules constituting the foundation of production, exchange and distribution is determined as an institutional milieu of society.
