The scientific article was prepared as a part of the training program for the scientific and pedagogical personnel in the post-graduate school of the Academy of Civil Protection under the Ministry of Emergencies of Russia and the study of the special discipline «Political Institutions, Processes and Technologies». This scientific article examines the priority of political values for federal state civil servants of the ministry in question through the method of questionnaire. In addition, a comparative analysis of the hierarchy of needs according to A. Maslov and the results obtained in the course of a survey of federal government civil servants is carried out. According to the results of the study the author of the scientific article makes assumptions concerning the influence of the priority of political values on the value orientation of federal state civil servants of the Russian Emergency Situations Ministry.
