The article dwells on the role of state in the development of small and medium firms in the sphere of services in regional economy; the principal goal of small and medium-sized business in the sphere of services is determined. The author conducted the analysis of economic effectiveness of small and medium firms having taken into consideration potential effectiveness of economic activities effectuated by small and medium-sized business. He analyzed a development of financial institutes in the process of business allocation in the sphere of services attracting foreign investitures. The system of tax, customs and other stimuli for small and medium-sized business development in the sphere of services with foreign investitures is canvassed as well.
