The institutional milieu of the regional entrepreneurship sector acts as one of the most prospective trends of social-economic development of both the region and the country upon the whole. In this connection an assessment of dynamics of formation, determination of problems and directions in regard to the functioning of institutes acquires especial actualness. The objective of the research conducted is an analysis of the state of institutes and peculiarities of their influence upon small business development in Sughd viloyat. Proceeding from the statistical data, the authors conducted a comparative analysis of development tendencies in reference to economy subjects of the entrepreneurship sector in the aspect of indices characterizing numerosity dynamics of the formers and their territorial distribution, branch structure, employment in the entrepreneurship sector and etc. They canvassed a sway of changes over entrepreneurship structures of economy in the region under institutional transformations. It is underscored that a creation of favourable institutional milieu is the most important factor of development.
