The urgency of the problem is preconditioned with an active development of Russia’s commitment relations in the sphere of financial markets with international and regional organizations. This article is about basic directions of financial markets’ development. Analysis of commitments correlation is made in the frameworks of Russia`s membership in World Trade Organization, Eurasian Economic Union, Organization for Economic Cooperation and Development; provided Russia enters the latter the sphere of financial markets being involved as well. Classification of financial markets is given in the light of Russia’s international and regional commitments. The author describes a legal mechanism of observance of the commitments in the field of financial markets regulation by means of institution of exceptions and other means of regulation.
