The article presents an analysis of a development of institutional milieu dealing with small entrepreneurship. The authors disclose reasons and problems negatively affecting upon formation and functioning of small entrepreneurship institutes. They substantiate the suggestions aimed at an improvement of the mechanism of support related to the subjects of entrepreneurship, formation of new institutes, market rules and procedures of successful functioning of small entrepreneurship subjects in transitional economy. Marking the necessity of improvement in regard to the institutional milieu of small entrepreneurship in TR the authors deem that orientation towards a formation of innovational economy with taking into consideration an inculcation of new technologies and adequate institutes into economic activity in the republic should become a perspective impulse for a formation of an institutional milieu related to small entrepreneurship.
