The article dwells on the state and problems of a housing utilities sector risen in the period of sovereignty establishment and transition to market. Impediments existing in the sphere in question are analyzed being the following ones: poor legal base‚ low standard of service payment; ways of their overcoming are suggested. In order to enlarge availabilities‚ to improve the plight form and to elevate the quality of the services presented the author substantiates a necessity of creating new modern structures equipped with modern technique and data base with automatic extra fee of services and also with a formation of conditions for a competitive environment in this sphere.
