Formation of Criminal Investigation Department and Legal Regulation Concerned with Citizen`s Assistance in Combat with Crimes

Abstract

The given work is one of the first researches dwelling on the history of legal regulation‚ citizen`s assistance to home affairs bodies of Tajikistan Republic in disclosure of crimes in Soviet and today`s periods. The article is based on Russian and Tajik literature available now‚ plentiful materials of normative-legal slant‚ documentary sources a wide range of readers was deprived of beforehand. The author makes an inference that in the system of legal regulation related to operative-investigative activity and resorting to citizen`s assistance by the bodies carrying out the former an adequately normative law base has been formed in Tajikistan Republic to the present moment; it affords: 1) firstly – to transform the type of activity closed for population in the aspect of legal regulation beforehand into a transparent one; 2) secondly – to provide this type of activity with a law basis.
