Some Historic-Legal Aspects of Formation and Development in Regard to Local Managerial Bodies in Middle Ages

Abstract

The article dwells on historic-legal aspects of upspringing‚ formation and development of local managerial bodies on the territory of Tajikistan since the moment of state rise up to nowadays‚ as contemporary Tajikistan had been under the auspices of about twenty states‚ dynasties and foreign conquerors in the course of millennia. The author expounds in details the systems of state governance created in the IX-th century under Ismail Samani considered as an ideal sample. The principles of organization in reference to local authorities in the periods of Tajikistan inclusion into the Russian empire and the Soviet Union are canvassed as well. The fact of the institute in question being at a recurrent stage of its formation after gaining independence is emphasized. The author comes to the conclusion that organization of local authorities‚ mobilization of the latters` resources promote consolidation of central power‚ formation of civil society and timely implementation of the goals set before state and society.
