On the basis of comparative retrospective analysis the author conducts a research of the problem in reference to interrelations between state power and MM in pre-revolutionary and Soviet Tajikistan. He elicits a common tendency of augmenting the role of mass-media and their influence under state management, i.e., utilization of MM in statal informational policy. The author speaks about the model of interaction between power and MM, complete monitoring of the state over mass media. It is noted that the forms of these interrelations are built differently in different countries. In different counries they organize numerous mechanisms, councils and departments controlling MM. Pointing to the development of mass communication in Tajikistan Republic of the Siviet period the author asserts: state power bodies and mass media interact on the basis of three models: conflicting, consensual and conflicting-concencual.
